I think a big part of the problem is how we sell ourselves and our products. If you allow the client control over the album design process, you'll end up with something that is not only mediocre, but also only "pleases" them rather than wows them. The way to do it is to do the predesign and sell them on your artistry.

The choice I give to my customers is to choose a maximum of photographs per layout from the digital proofs (low resolution CD on a flash presentation to avoid steeling).
This will allow me to design an album according to their view as I have no idea which family member they like the best or not.

Layout design is completely our artistic side that will present their chosen pictures to be presented in the best way.
