a) 'We have to protect citicens from terrorist [and other criminals]!'

While the former has at least a little bit of reality in it, the latter is just a completely muddled idiocy.

There must be a reason why there's a mental in 'governmental' ...
You missed one:

c) 'We have to protect children from abusers who might take their photograph and mis-use it'

That one's gotten so bad that any sign of an SLR and you get grief from parents, especially if they actually call the police and get told their not interested as in the main its perfectly legal to photograph people in a public place. I've virtually given up photographing my sons playing cricket as a result!

Re: permits for shooting in NYC?

The fact that this ridiculous law was passed without anyone knowing about it, has resulted in an uproar amongst photographers in the city and with the help of the ACLU another meeting has been scheduled for August 3, 2007. The city person in charge of this matter is: Julianne Cho - Assistant Commissioner Mayor;s Office of Film and Theater Broadcasting 1697 Broadway, NYC 10019. jcho@film.nyc.gov. Anyone interested and able to attend ought to do so, after all of the above venting.
