post raw -- neatimage -photokit wf

i am using university's cs2. can someone summarize the workflow after opening in camera raw. I turn off sharpening and want to use neatimage with shots taken at iso 1600 and i want to use capture sharpening with pixels genious photokit . am I right - turn off sharpening in acr? or does the sharpening in acr make the photokit capture sharpening redundant? after I open in pscs do I do neat image first or capture sharpening.

And finalky i get conflicting info on using photkit creative [sharpening eg edge sharpening, or sharpening brushes), before or after upsizing to 13 x 19in?

Turn off sharpening in your raw converter. Use Neat Image first > capture sharpening > other adjustments (contrast, color, retouching, etc.), > upsize using bicubic smoother in image size to 13x19 > output sharpening. Creative sharpening is up to you if needed.
