1. Should be no problem. Make sure that you have Vista drivers for all printers, scanners, etc. that you want to use with it.
2. You may have to install old CS onto new Vista machine before upgrade, but normally you just need the valid serial number of your old CS, enter it when requested and then CS4 will install on it's own. You are supposed to take old CS off old computer when using upgrade version - your choice.
You should be able to copy any plug-ins, actions, etc. over to new computer after installation.

Great! Then I don't need to get the Photoshop upgrade right away since I can use the old CS with Vista.
About the drivers for printers, etc, I didn't think about that. Are those normally freely downloadable from the device manufacturer's websites? I have an Epson 3800 printer ... As for external hard drives, those should be automatically recognized by the new Vista computer, correct?
Sorry, I don't know about Epson. Generally, anything made in the last 2 years is OK, but there are exceptions. Best to check on the web sites to be sure. Vista works great if you are buying new accessories but can cause huge headaches with some third party stuff.
Personally, I've got one Vista machine and I prefer XP, prefer W2K to be honest (I'm an old grump).

As I am developing software for Photoshop (actions and plugins) I have installed old versions of Photoshop in my Vista 64 system so I can test with them. They all work; even Photoshop 6 works just fine in Vista.
Does Adobe offer upgrade pricing from CS to CS4? I thought they only went back a limited number of versions.
