I think you can upgrade any version, but the amount you pay for the upgrade depends on how old the version is. Maybe that's the difference.

You're right. I think the cheap upgrade only goes back to CS. You also have to watch for Suite Upgrades - sometimes you have to upgrade to the same suite. I found the Adobe site info a bit confusing because there are so many options now.

Adobe allows you to upgrade from three versions back.
