Adobe writes: "You can minimize the size of your files by reducing their resolution, which is measured in pixels per inch (ppi)."

It is incredible that even Adobe makes this mistake in official documents. Reducing the resolution of an image does not change the file size. Only resampling does.

Resampling is enabled by default in the image size dialog box.

Regardless of the defaults of the Image Size dialog box, Johan is 100% correct: Adobe's technical writer is needlessly perpetuating misinformation.

I agree that changing the ppi number without resampling is not reducing or increasing the file size.

Taken in context, the statement is referring to images prepared for print output that would have a fixed image size with regard to height and width.
In this case increasing the ppi number will increase file size by resampling the image.

The article could have been worded more precisely.
