To add to Larsen's explanation, if you save that same file as PSD, it will be 17MB but if you save it again as JPG, the file size may be close to 2.9MG or something similar. JPG files can be highly compressed or not whereas PSD files are not compressed at all. What 17MB means in PS is that if you were to save that file as PSD (or TIFF lossless), the file will be 17MB.
Also, it is telling you how much RAM it is using ... you need about 3x of image size of RAM to edit the image in PS. So, if PS says the image is 100MB and you've got only 256MB, PS may not be able to edit that 100MB file at all ... probably crash somewhere along the way.
