Overall I like this image, but I'm not sure where best to crop it. I understand the point about cropping an image so the water level isn't in the center of the image. However, if I crop the top down to just above the post sticking above the buildings (left/center of image), then I lose the tops of the trees on the right side of the image.
In this case is it just a matter of deciding what's the least important part of the image?

Hmm. I don't think I'd crop this image by much at all. Maybe take a little off the right to reduce the prominence of that blank white wall? I don't see any problem with the relative height of the horizon, here.

I wouldn't crop it much, either. One of the things about rules is knowing what they are so you can violate them. In this case I would favor the water, as the air quickly loses interest. It's a very strong image as is.

Love those colors! Feels misty and cool to look at.
Without looking at the other responses, I'd say you should cut off the bottom to the point where the distant horizon at the left side is about 1/3 of the way up from the bottom. Coincidentally the image initially showed just about that way when I first opened this thread.
Images in which you can actually see the atmosphere - in this case the deepening mist off in the distance - feel like they have a lot of depth.
