I don't know about 'My Photos', I use the paper clip at the top and it will open a new window for 'Manage Attachments', browse files from your computer, upload there, wait to make sure it's done, then close window. Check with Preview.

Make sure your longest side is no more than 800 pixels. I usually reduce to 4x6 @ 72 dpi. Probably it's the 72 dpi setting you've got wrong. The monitor can't show more than 72 dpi anyway. Noel seems to have giant images on his posts. Maybe he'll provide some help.

You must set Photoshop to resample the image when reducing it for web use. 800 pixels on the longest side and 8 bit color. Converting to jpeg also helps in reducing the size.
