Almost true. ERI jpgs offer almost the same flexibility as raw. regular jpgs are regular jpgs.

ERI JPEG
As far as I know, ERI-JPEG will let you recover overs and unders like a raw file, but I don't think that the noise reduction parameters can be changed after the initial render of the ERI-JPEG (or normal JPEG).

No - you can't remove the noise reduction from ERI .jpg files either.
