Assuming its at a constant speed for a continuous release of many frames, i.e. not a stutter effect from bracketing, the first thing that comes to mind is the 2.5 fps default frame rate restriction for shooting in 14 bit mode. This would affect both the CL and CH speeds. If it's not that, then it could be other restrictive parameters like High ISO Noise Reduction, Active D-Lighting, etc. that can affect the buffer write speed. But it sure sounds like the 14 bit fps restriction.
