D40 focus with AF-On button

I teach high school photography and we have a number of D40 cameras. I would like to configure them to use the AF-On button to focus, and to permit the shutter to release without the camera being in focus (so that you could focus and then reframe).

I had the cameras set up like this, and then reset all of them at the beginning of the semester and then reloaded the custom settings from Nikon Camera Control Pro. Now they won't release the shutter unless the camera is in focus.

Seems like either something is broken, or I'm missing something obvious. Any suggestions?
