It really depends on what you want for a layout.
If you want to do something totally different and get a graphic artist that will defy the norm-- try craigslist. Just say "Need graphic artist" and you will get 100-200 resume's a day. (There are a LOT of out of work artists).
I put an add for someone to do my scuttle work for basic photo editing, thinking it would save me time. In one month I had four photographers and over 800 graphic artists send me resumes.
But I would just spend some time looking at some traditional layouts from other photographers and just adopt a style that you like.
