You are absolutely right. The police enforces a law that has been enacted but is not in effect, even if the Governor signs it there is a prevision that reads "This act shall take effect on the ninetieth day after it shall have become law"
The New York city Police force has always acted in this way they know that very few people go to court.
I know 4 which have gotten anywhere from $17.000 to $80.000.
Here is an example: In a City Council public hearing former Parks commisioner Stein sayd: "Go ahaed and enact this law, how many will go to court perhaps a handful? How much will it cost? A hundred thausand?
This is very cheap. Just do it."
Yes we will start taping the orders and also using video. The layers require it because our words have little weight in court do to the notion in testifying out of selfinterest. Taping Police is legal in New York.
We will be in court very soon, for huge damages.
Also we will file a class action law suit, because the court ruled in our Federal suit that the city has a right to regulate their public spaces, but must provide ample alternatives for the exercise of first amendment rights.
We won a Federal class action law suit 4 years ago (first amendment rights) the city brought it to the Supreme court but the court declined to hear the case. This was expected by us because we based all on prior Supreme Court Desisions.
