A few years back.. sure. Was all Vodoo to a lot of pros in all trades. The cost of equipment.. learning curve.. other scary stuff vs the comfortable groove they were already in.. and had been for a while understandably made dealing with overall color management seem not so critical. We were working with several different trades, lots of time not even connected. Each had their own tried and true ways, and somehow.. thru experience it all worked out. Best was to always supply a matcxh print or chrome that could follow thru for everyone to work off of. Even in our world here on the front lines.. I remember trying to get printing profiles for my 1200 printer.. Epson didn't want to even know about it. Accurate soft-proofing wasn't really feasible until PS 6. But.. that's all changed to the point where today.. the word is out 1. about the necessity of doing it 2. relatively easier calibration set-ups to use and more uniform guidelines, have made it so it's a lot more feasible. Even if I know I'm working with a savvy client or printer.. I still want to know the color setting and gamma of their monitor. Then I match that as closely as I can on mine. Probably never going to be really dead on perfect.. but very close

I'm always amazed at how many graphic designers labs, and art directors work on monitors blasting out whatever at 9300K. under bright flourescent lighting Printers? I understand.. but .. at least by now you'd think that a graphic designer would know better... ??
I actually decided to do the printing here, in La, and to spend the extra money on getting a hard copy.

Remote control printing isn't much of my liking. Even if he is good, this doesn't say he gets the idea that I have of a mood for a picture.

That could be the cause of the problem. Have you considered displaying your images ProPhoto colour space images with an Adobe RGB 1998 colour space interpretation? If you then get a similar colour cast to what he is describing, then that might help you to isolate the problem.
