Pop up flash malfunction on a Rebel XT

When the flash is supposed to pop up in low light, or when I press the pop up button while in [P] mode, I hear 3 loud clicks, the flash does NOT pop up, and the LCD shows: ERR 005
Does anyone know how this might be fixed? Or a repair shop that might do this work for a reasonable cost?

Sometimes this will just be the result of something sticky getting on the edge of the popup housing (maybe some grape jelly from your lunch or something).

Try pulling up gently on the housing while pushing the button. If it comes up, then look at the various edges, and if necessary swab off any goo.
