You need to cable your camera to your computer and fire up the Canon software. EOS Viewer, maybe? There is a menu option for Personal Functions, where you can toggle on the 'silent shutter.' Then you will be able to turn it on and off from the camera's PF menu.
I leave it on all the time. Mostly I shoot on continuous-high, but when I need a quieter shutter sound, I just switch to single-shot, and it's right there. It does take some getting used to, as you lose the instant-return mirror (you have to let up on the shutter button for the mirror to return and the shutter to recock.) But it is significantly quieter.
That said, any of the xx-D series cameras are quieter still.
