John, I haven't tried it personally as I had no need, but you can use two filters together: A 285 to convert the flash to Tungsten and a Tungsten-to-neon to convert the resulting Tungsten light to neon.

The main problem will be that - as stated above - neon light is not well standardized, there are different kinds for simple warehouse use, warm lamps which are more eyefriendly and so on. That is why Lee offers several different Tungsten-to-neon filters.

Basically, you convert everything to one colour temp- therefore, convert the flash to 'fluorescent' and then either use the white balance or a lens filter to convert the whole lot to daylight. You can buy sleeves that fit over tubes to do the necessary colour conversions.

With fluorescent light you will never get it right. If you are so keen, buy a Minolta Colour Temperature meter, and a pack of Wratten gels and a filter holder. If like me you regularly use lenses with 77 and 82mm threads be prepared for some expense.
