Richard, I finally was able to check my 5D MKII, the spot on the back of the mirror on mine is what I would call matte black, totally non shiny.
It looks like your issue and mine are different, however I would also state that it looks like yours is a warranty issue for sure.
I also wanted to take the chance here to thank Chuck for taking the time to read this post and others and add his professional advice. It is a huge advantage to the average user like myself.
Mine must be a wierd one. Sorry it doesn't go any way to explaining what the problem is with your anomaly - my red patch in the middle looks to be a manifestation of my issue.

It turns out that the matt strip at the front there has a shiny film over it during manufacture (much like most shiny objects have a "Peel me off" strip on them when you buy them).
They forgot to take this strip off at the factory.
So I now have the camera back, and all is good, the strip is now matt :-)

I'm assuming they told you as much, which makes it all the more great. It's one of those few moments when a manufacturer "comes clean" about what happened, and it makes a person feel that there really are humans in the company.
I run my own business with personal service as a core value, and my customers tell me again and again it's good to be dealing with someone real vs. an anonymous interface and form letters.
I believe a great deal of the business problems of this country could be solved if businesses just took this one ideal to heart.
