Exposure compensation: pressing 1/2 way not working
For exposure compensation, you are either supposed to have the setting at the / mark (what call that setting?), or press half way or press halfway and within 4 seconds turn the back wheel.
The / setting is fine, but the pressing halfway and then turning the back wheel is not working for me? anyone know why? thanks!

Not sure whether the 5D shares this feature - I suspect it does - you can turn off the back wheel. I guess they wanted to protect from undesired changes.
On the 1.6x sensor Canon models there are three positions to the power switch: Camera off, camera on with wheel disabled, and camera on with wheel enabled.
Check your power switch. I'll bet it's in the second position.

In the "1.6x" bodies (e.g., 20D, 40D), to change the EC with the back wheel you must have the power switch in the third position and also have recently full- or half-pressed the shutter release. These are not two different ways to activate the functionality - both must be in effect for the wheel to work.
I'm not sure how it works on whatever machine you are using (I don't think you said).

Yes, that's it, the power switch must be in the third position to use the wheel for exposure compensation. I don't know why they did it that way, because you still have to press down half way to activate the metering system before you do it.

I learned to keep my 5D in the 2nd position, because of accidently turning the rear wheel as it turns very easily.

I have found that on my 1DsIII I need to press the button a little harder and down a little farther than on my 1DII. At first I thought something was wrong with the body because the rear wheel was not changing the exposure compensation and the AF was not engaging.
After playing around a bit I discovered that Canon has changed the tactile feeling/travel on the shutter button for the half press just a bit …I like the change now that I am use to it, not quite as sensitive as on the 1DII.
