Well, I've owned both lenses. The IS version is tack sharp, and in no way takes a back seat to the non-IS version.

Modern AF lenses, particularly zooms, do exhibit some sample variability though. I do recommend testing a new lens to your satisfaction and arranging an exchange or return privelege before purchase.

Looking at the testing results from Denise's link seems to bear my my anecdotal thoughts.
Makes sense to me....less elements do add up to less flare, etc. I know that many feel that the 300/f4 non-IS is quite a bit sharper than the IS version.
