It's possible they are not using the correct terms. Maybe whoever wrote the copy thought copyright would be the thing to say.
It would seem to me that $500 is an appropriate fee for a use license, not for a copyright release, considering it's a lo-rez web version. If you could straighten that out, it might be worthwhile.

I can't remember the last time I made $500.00 for a scenic shot from British Columbia, and that's with two different commercial agencies selling my work. $500.00 seems pretty reasonable to me.
I think the average stock sale for a rights managed image is less than $1000.00, and that's if you're represented by a major agency like Corbis or Masterfile. If you're on a mico-stock set up, you'd be luck to get $100.00 per sale. Certainly the days of $30,000 stock sales have long since gone the way of the Dodo bird.

As far as I know, they will not be making money from each download.
What follows is more detailed information gleaned from an email response I was CC'd on (from another photographer who was responding to the community point person for this project). It is also intended as a resource for these communities, citizens, and businesses to access quality photographs. As such, the project will require the rights to the images outright from each photographer as the photos will be made available for download and use by visitors to the site for the foreseeable future.
It's hard for me to make a decision because the money would be nice, but if local, community businesses have access to the images, then those are businesses who wouldn't be buying anything directly from me (or at least it would make it harder for me to sell anything).

sounds odd to me what they all are doing.... kind of a qwazy stock agency who requires c. transfere, who doesnt collect money, wrapped into the community service thing....seems they want donations to put into public domain basically, even though they are paying you.
