The jist is that electronic theft of copyrighted material is a HUGE statuatory financial hit on the other party, and if your stuff is registered, you can collect statuatory penalties near-automatically, without incurring lawyer fees nor doing it alone (plus you can confiscate their photo, their profits, have them shut down, etc.) ISP providers know they can be hit up for this, too, hence they co-operate at taking things down rather than be in the middle of a suit.
