Question re: racing photography

What are some of the tips for photographing race horses in full action, while enhancing the feeling of motion by panning. The old controversy of pre-focusing at a given site vs. allowing the camera (nikon D70) to focus on closest subject,etc, has given very few good images in my experience. Are there any reliable ways of "improving the yield of keepers."
