Mailing Lists

hi, i am just out of school & working on my portfolio. i want to come up with a promo piece to send out after a few months and was wondering how most photographers come up with their mailing lists in the beginning? i have heard of ADBASE but it's somewhat expensive & it's not clear that it's very customized either. i want to reach the right people. i am considering creating my own mailing list. i was wondering how others had researched their mailing lists & what resources are out there that might help me get started?
